Biography

Thomas Foels, MD MMM is a graduate of the University of Rochester School of Medicine and Dentistry. He completed his residency in pediatrics and adolescent medicine at the Children's Hospital of Buffalo and later earned his Master's degree in Medical Management at the Tulane University School of Public Health and Tropical Medicine. Dr. Foels established and managed two large medical group practices in Western New York and practiced clinical medicine at these sites for nearly 16 years. He joined Independent Health, the region's largest health maintenance insurer, as Director of Practice Management in 1994. Dr. Foels' current responsibilities include oversight of the health plan's primary and specialty care physician networks, physician-based reporting, and quality incentive programs.
