Biography
Dr. Keith Winfrey is an experienced Internal Medicine physician and public health expert with over 23 years of service in the Federally Qualified Health Center (FQHC) sector. Currently serving as the Chief Medical Officer of New Orleans East Louisiana Community Health Center (NOELA CHC), Dr. Winfrey has dedicated his career to improving access to healthcare in underserved communities. Born in Atlanta, Georgia, Dr. Winfrey is a proud graduate of Xavier University of Louisiana. He earned his M.D. from Tulane University and later completed his Masters in Public Health, focusing on Health Systems Management, at the Tulane University School of Public Health and Tropical Medicine. Dr. Winfrey completed his residency in Internal Medicine and fellowship in Preventive Medicine at Tulane University School of Medicine in 2002. Additionally, he serves as an Adjunct Assistant Professor of Medicine at Tulane University. Under his leadership, NOELA CHC has been nationally recognized for its remarkable progress in colorectal cancer screening, increasing its screening rate from 3% in 2012 to 80% by 2018. This achievement earned NOELA the prestigious National Colorectal Cancer Roundtable’s “80% by 2018 National Achievement Award” in 2019. That same year, Dr. Winfrey was honored with the inaugural “Catalyst for Change Award” by the Cancer Community, acknowledging his efforts in advancing cancer care for underserved populations. Beyond his role at NOELA, Dr. Winfrey contributes to cancer care policy and advocacy as a member of the steering committee for the National Colorectal Cancer Roundtable, the Louisiana Colorectal Cancer Roundtable, and the “Taking Aim at Cancer Louisiana” clinical committee.
